The second agenda, complited in July 2004, after the transfer of political power from allied troops to the Iraqi government, painted a different picture. It was published within the VPRO TV Guide (Dutch National Television). Cultural life had diminished considerably, with many cultural sites destroyed or closed. Television and video in general filled the void, including the production of ’soaps’, predominantly comic in their content.
